Dear, Members of the Bayside City Council and the Bayside Community.
As Vice President of the Church St Trader's Association, and myself a Church St Trader of 30 years, I have had the privilege of knowing Councillor Hanna El Mouallem for many years and witnessing his unwavering dedication to both his business and the Bayside community.
Councillor EI Mouallem has been a respected trader on Church Street for over 40 years. His intimate understanding of the local area, coupled with his tireless work ethic, has earned him the trust and respect of both residents and business owners alike. His dynamic thinking, logical approach, and commitment to fairness have been key to his success, both in his role as a councillor and as a business owner.
What sets Councillor El Mouallem apart is his genuine passion for creating a better Bayside, not just for the present, but for future generations. His curiosity and inquisitive nature drive him to learn from the successes and challenges faced by other councils across Melbourne and beyond. He consistently applies these insights to make informed decisions that benefit the entire Bayside community.
Despite being a long-standing Church Street trader, Councillor El Mouallem has always maintained a fair and balanced perspective on all Bayside shopping precincts. He works diligently to ensure that every area receives equal attention and opportunity for growth and success. His leadership at council to date, has been characterized by accountability and a steadfast commitment to holding others responsible for their promises.
In Councillor EI Mouallem, we have a leader who is deeply committed to improving Bayside. His vision for a better, stronger community is inspiring, and I am confident that with him in Council, Bayside will continue to thrive.
Sincerely,
Daniel Vaughan

Dear Brighton neighbour,
I am not writing to you as your Member of Parliament, I write as your neighbour. Like you, I live in Brighton, and want to protect this incredible community.
In October, our community will vote for the future of Bayside Council. The Council election will be our chance to put in place the right Councillors. We need a Council that focuses on what matters. A Council that gets the basics right. When Council focuses on the fundamentals they should keep your rates down.
We must have a Councillor who represents us, that shares our values, and will stand up strongly for those values. A Councillor with integrity and a Councillor with a strong voice.
In Dendy ward, we have a Councillor who has proven himself to have those qualities - Hanna El Mouallem. That is why I support Hanna continuing as our representative on Bayside Council.
Hanna is a smart man, a family man, a hardworking man, and he is a good man. He is the Councillor we need to represent us in Bayside Council.
What also impresses me about Hanna is that he is a grass roots Councillor for Brighton. A Councillor who fights for our fair share. Who understands the big issues, but who is also on the ground to make sure the little things are being done right too.
This October election, I would urge you to consider your vote very carefully and make sure you vote for the candidate who will protect our incredible community.
James Newbury.
Dear Hanna,
Re: Reference for Cr. Hanna El Mouallem
I am pleased to provide this reference for you, Hanna El Mouallem as a Councilor, Bayside resident, community focused individual, and supporter of the Rotary Club of Brighton.
In my interactions with you, I have found you to be genuine in your community investment and furthermore you demonstrate the Object of Rotary, to encourage and foster the ideal of service as a basis of worthy enterprise. You have provided a positive example to others of The Rotary Four-Way Test and the application of the ideal of service in your personal, business, and community life.
Hanna lives locally in Brighton and is married to Sally, they have two teenage children, and are involved in a family business that has been operating in Brighton for over 35 years. Hanna is also a Project Manager with two post-graduate degrees and 20 years’ experience in delivering built environment projects. Hanna brings considerable insight and expertise to the local council with his professional experience.
I live in the Dendy Ward of Bayside City Council and Hanna is the representative for Dendy Ward. He has spoken at club meetings and volunteered to attend many club activities and events in a personal and representative capacity.
Yours faithfully,
Ian Stacy
Club President 2022-2023
Vice President 2024-2025
My wife and I are long-time residents of Brighton and the proud parents of two children educated at local private and Catholic schools. I am a qualified project and design manager with three university degrees (including two Masters qualifications) and actively involved in several family businesses including a hospitality venture on Church Street, Brighton for almost 40 years. My personal commitment to our community is reflected in my ongoing support of various enterprises, clubs and charities.
I am passionate about preserving the unique character and appeal of our residential neighbourhood so that future generations can enjoy the same quality of life as we do today. As the owner of a local business, I understand the importance of maintaining vibrant retail/commercial centres and believe that public safety is paramount.
Over the past four years, I have had the privilege of serving as your Councillor, Deputy Mayor and Mayor. During this time, I have prided myself on always being transparent, pragmatic and accessible to the residents of Bayside. I was the first Councillor and Mayor to consistently vote against rate increases, advocating for greater efficiencies in Council operations to alleviate the financial burden on our municipality. I have repeatedly proposed alternatives to increasing rates including reducing expenditure on global matters like the purchase of international carbon credits. My focus has remained on the responsibilities of local government that deliver essential services for the benefit our community such as the expansion of the residential home care program.
I have also been a strong advocate for the reinstatement of a police station in Brighton and for increased police patrols in our local area to improve public safety. As the Chair of Planning, I have been critical of developments that do not respect neighbourhood character. I have also been vocal against the state government’s centralization of planning decisions particularly involving the Suburban Rail Loop (SRL) and Activity Centre Programs (ACP) plus Ministerial intervention in planning permits like the development of 84 townhouses on the Xavier College campus site.
My commitment to Bayside is unwavering. I will continue to stand-up for a better life in our municipality by supporting the enhancement of open spaces and infrastructure to improve health and wellbeing, ensuring that we advance the liveability of our community for now and the future.
